Governance also sets the tier table, registers reward sources and their fees (capped at 50%), sets the inactivity window, grants the keeper role, tops up and drains the vault pool, and can pause the protocol.
The master staking contracts (masterListapie, the mLISTA token, pool rewarders) are not hard-coded in the app: the ListapieReader returns them. LTP, vlLTP and the smart convertor are configured directly, as listed above.
